Please be advised that the United States Government has prosecuted has convicted and executed Medical Doctors who have violated the Nuremberg Code on Medical Experimentation; and that aiders and abettors of such crimes against humanity will be Nuremberg Crimes will be considered equally as guilty as those who actually commit such criminal acts directly.

In fact, he drafted the US domestic implementing legislation for the Biological Weapons Convention, known as the Biological Weapons Anti-Terrorism Act of 1989, which was approved unanimously by both Houses of the US Congress, and then and signed into law by President George H.W.
